Changing the architecture without telling other folks

e.g.

IPv4 link-local addresses

Change to name lookup;  local name resolver (like DNS, buit not the same answers)

IPv6 layers of address scope;  site-local addresses - c.f. problems with [RFC1918] differnce between theory and practice (SHOULD NOT ... but applications do)

Zeroconf (local name lookup), IPNG (site-local), DNSEXT? working group issues.
