Lots of discussion of access control.

Model is way complicated. Does it really need to be.  Also, maybe duplicates other access control work being done in OASIS.

Later, with Ned Freed:

Discussion of access control in WebDav.  Ned thinks "just pick one".  Note that ACL stuff is optional add-on.

Also started to discuss URIs as universal identifier space.
